Wifi can't turn on after update to IOS 9.0.2 even after network reset

Hi, after I updated my iPhone 4 to IOS 9.0.2 the wifi button in setting cannot be turned on any more. It happened before I updated but I was able to resolve that by doing a Reset Network Settings. But after the update, the button no longer slides to the right to turn on wifi, even after I tried Reset Network Settings again! What should I do to resolve this issue? I really hope I don't have to restore to the factory setting because that will require software update again which might mess up this setting yet again!

If your iPhone's Wi-Fi is grayed out these are the Apple recommended steps:

If Wi-Fi is grayed out or dim on your iPhone, iPad, or iPod touch - Apple Support


If that does not help you should try a system restore. iOS 9.3.5 should not cause any problems on your 4S, no issues have been reported here to that effect.


System Restore: First backup your device using iTunes. Also import your photos to your computer and copy all important data if possible. Try restoring from backup first and testing it. If it does not help, you may have to restore as New and reconfigure from scratch as the backup could be corrupted. For this reason it is important to have your photos and data saved separately from the backup. Here are the steps for a Restore:

If the above steps do not help, you may have to have it tested at an Apple store.
